CPSC Proposes New Safety Standards for Toys with Button Cell Batteries

The U.S. Consumer Product Safety Commission (CPSC) announced on August 13, 2024, a notice of proposed rulemaking to revise the existing consumer product safety rules for toys. Here’s a breakdown of the main points.

 

CPSC New Rulemaking for Toys with Button Cell Batteries

The CPSC notice of proposed rulemaking “CFR Parts 1112 and 1250 [CPSC Docket No. CPSC–2024–0023] Safety Standard for Toys: Requirements for Toys Containing Button Cell or Coin Cell Batteries, aims to prevent the risk of death or injury associated with children ingesting batteries by adding stringent labeling and performance requirements for battery-operated toys

The proposed requirements align with the CPSC’s Reese’s Law rulemaking and international standards for electronic toys, ensuring the highest level of safety feasible and include:

  • Performance Requirements: Toys must meet stringent standards, including tests for captive fasteners, threaded fasteners, and sequential use and abuse testing.
  • Labeling Requirements: Improved marking and labeling to ensure battery accessibility and safety information are clearly communicated.
  • Third-Party Testing: All toys must undergo third-party testing by an ISO-accredited, CPSC-accepted conformity assessment body to certify compliance.
